Svenska FN-förbundet på krigsstigen

Aftonbladet berättade den 19 april att kronprinsessan Victoria fick en lektion i Kossovosituationen på ett EU-möte i Ystad om civil krishantering. I den korta notisen framhölls att “behovet av praktiska åtgärder, inte prat och politik, betonades”. “Prat och politik”, det är förhandlingar om politiska lösningar och preventiv diplomati, det är opartisk medling och konfliktläkning, fredsundervisning och bearbetning av hat, kort sagt diplomati för fredliga lösningar, inte våldsanvändning.

Sveriges blivande statschef utbildades tydligen i en militarisering av utrikespolitiken och nedtoning av diplomatin. Är det framtiden?

Den korta notisen om kronprinsessan Victoria var Aftonbladets enda kommentar till den viktiga EU-konferensen om civil krishantering.

Men på Debattsidan samma dag skriver FN-förbundets ordförande, Aleksander Gabelic tillsammans med Gustaf Lind och Eva Chinapah i samma anda som notisen om EU-konferensen.

De argumenterar för två utrikespolitiska medel. Det ena är “ett militärt samarbetsavtal mellan EU och FN”, som sägs vara det bästa sättet att förbättra global säkerhet. Det andra är att Sverige måste tala högre om militära åtgärder. Med andra ord: en militarisering av den svenska utrikespolitiken.

Författarna tycks anse att EU:s krig i Afrika blir mindre kolonialistiska om FN är med på ett hörn. De menar att EU, efter militariseringen av unionen som nu under det svenska ordförandeskapet drivs fram med kraft, kommer att bli en bättre aktör för militär konfliktlösning.

Sverige som alltifrån FN:s grundande drivit FN-stadgans huvudkrav på fred med fredliga medel och handlande för att “avskaffa krigets gissel” och som gjort framstående FN-insatser för medling och utveckling för fred har idag 192 svenska i FN-tjänst, varav 46 soldater. Samtidigt har vi ungefär 800 soldater enbart i Kosovo efter NATO´s folkrättstridiga och skamliga bombningar och skall ställa upp med 1900 soldater till EU´s militära styrkor.

Sverige och de andra mer än 50 OSSE-staterna kunde inte mobilisera 2000 inspektörer för insatser för att förebygga ett krig i Kosovo och främja en lösning av det slag, som man nu förespråkar för Makedonien. I stället tog CIA över den missionen.

FN-förbundets ordförande och hans medförfattare försöker inte förklara varför det pågår en integration mellan EU och NATO, inte mellan FN och OSSE. De undersöker inte varför alla EU:s medlemmar, inklusive Sverge, är så mycket mera ivriga att ställa trupper till EU:s förfogande i stället för FN:s. De har inte en synpunkt på hur FN efter det kalla krigets slut borde vara den internationella gemenskapens ledare för insatser för fred med fredliga medel om den politiska viljan funnits. De försöker inte argumentera för en bred debatt som kunde leda till en mobilisering av den nödvändiga politiska viljan.

Sveriges FN-förbund vill tydligen inte ha “prat och politik”, dvs förebyggande diplomati, tidig varning, opartisk medling, aktivt lyssnande till alla parter, fredsundervisning och bearbetning av hat för försoning. I stället lyfter man fram konfliktlösning genom våldsanvändning. Resultatet ses i Kosovo. Den typen av “freds”-skapande hotar FN:s roll som fredsskapare. Den får aldrig hända igen.

Regeringen beslutade i februari att fördubbla sitt organisationsstöd till FN-förbundet. Det innebär att förbundet nu får dubbelt så mycket som de övriga föreningarna och rörelserna för fred och säkerhetspolitisk upplysning. Är det för att FN-förbundet skall befrämja information och upplysning till stöd för den pågående militarisering av svensk utrikes- och FN-politik?

If you want peace, focus on the underlying conflict because that is the key to resolution, peacemaking, and a better future for the parties. The West is obsessed with violence, just look around you – and 90+ per cent of the public debate is about military issues and other violence – totally wasted for peace.
