Ukoliko postoji plan o etnickom ciscenju onda je Zapad u moralnoj krizi,

– a pogotovo ako ne postoji    Dokumenti pokazuju da se NATO nije obazirao na upozorenja   TFF Press Info # 64   “Rekli su nam kako je predsednik Milosevic jos prosle jeseni imao razradjen plan da etnicki ocisti pokrajinu Kosovo od Albanaca. Medjutim dok je neosporna cinjenica da su jugoslovenske snage zloupotrebile NATO-ovu kampanju bombardovanja za proterivanje Albanaca na takav nacin i u tako velikom broju da to zasluzuje svaku moralnu osudu, nedokazana optuzba da je za to postojao unapred pripremljen plan vise govori o NATO-u nego o predsedniku Milosevicu. A ono sto nam ta cinjenica govori, NATO-u ni najmanje ne sluzi na cast,” kaze direktor TFF-a, Jan Oberg.   “Odvratno proterivanje Albanaca s Kosova se nicim ne moze opravdati. Jugoslovenske vlasti koje to sprovode ili dopustaju drugima da to sprovode, nicim pa ni NATO-ovim bombardovanjem ne mogu opravdati takvo i toliko krsenje ljudskih prava. Istina je da ce Jugosloveni  u NATO-ovom  razvaljivanju Jugoslavije prepoznati “narudzbu” Kosovara- Albanaca/OVK, ali zbog toga je Jugoslavija trebala silom da se odupre NATO-u a ne da se sveti na neduznim civilima.   Sad kad smo vec sve ovo rekli da kazemo jos i sledece: Ni NATO-u ni Zapadu se niposto ne sme zdravo za gotovo poverovati kad pokusavaju da svoju balkansku bombardersku brljotinu opravdaju navodnim “dokazima” koje tvrde da imaju o planu za etnicko ciscenje a da nam pri tom nisu predocili ni  najmanji dokaz o tome. Evo nekoliko razloga zasto je to potpuno neodgovorno i zasto se time potkopavaju i NATO-ova vlastita uverljivost i uverljivost slobodnih novinara koji jednostavno NE PITAJU ona kljucna, kriticna pitanja.   Prvo i osnovno, do trenutka dok NATO-ove bombe nisu pocele da padaju nismo nikada nikoga culi da je i jednu jedinu rec rekao o takvom planu.   Drugo, razlog za bombardovanje je nadjen u odbijanju Jugoslavije da potpise diktat iz Rambujea. Uopste nismo nikoga culi da je ikada izgovorio kako ce Jugoslaviju bombardovati ako samo pokusa da sprovede plan o etnickom ciscenju.   Trece, ukoliko je istina da su za taj plan znali jos jesenas, kako je Zapad sebi uopste dozvolio da u Pariz pozove predstavnike tako ubilackog rezima? Kako su SAD mogle da sebi dozvole da posalju ambasadora Holbruka u Beograd ne bi li u zadnjem minutu ipak sklopio dil sa takvim “serijskim etnickim cistacem?”   Cetvrto i verovatno od svega i najgore – ako je Zapad za takav plan znao zasto onda nije uradio APSOLUTNO NISTA da se planski pripremi i pomogne da se ublazi humanitarna kriza za koju se moralo znati da bi je takav plan neminovno proizveo? Zasto se Beogradu vec tad nije aktivno pripretilo da bi se nesreca sprecila ILI zbog cega bombardovanje nije pocelo jos ranije? Zar ne mislite da je potpuno nemoralno znati za postojanje takvog plana a ne preduzeti apsolutno nista u vezi s njim?   Peto, ako su Milosevic, Srbija i Jugoslavija hteli da se oslobode Albanaca zasto su za tu rabotu odabrali tako nepovoljan moment, dok su OEBS-ovi verifikatori krstarili uzduz i popreko pokrajine, i kad su svojim ocima i usima pokrili citav taj region? (Da vas samo podsetim, Jugoslavija je ukinula prethodni mandata OEBS-a jos 1992. kao uzvratnu meru na odluku OEBS-a da suspenduje clanstvo Jugoslavije.) Zasto je Jugoslavija dopustala da lider kosovskih Albanaca, dr. Rugova i njegovi sledbenici odrze paralelne izbore, uspostave vladu, bez ometanja putuju po zemlji i u inostranstvo i da uspostavljaju paralelene drzavne ustanove? Zasto je id 1993. na ovamo dozvolila da OVK naraste do te mere da je prosle godine bila u stanju da drzi 30% jugoslovenske teritorije? Sve ovo je, da je htela, mogla daleko ranije da spreci.   Sesto, kako to da ni OEBS ni bilo koja od brojnih humanitranih organizacija koje su bile na Kosovu nije upozorila svet da se jedan tako neverovatan, tako veliki i nehuman plan priprema i da ce biti sproveden?   Sedmo, ukoliko su NATO i obavestajne sluzbe vodecih NATO clanica koje su vec bile prisutne u regionu, sve vreme znale za postojanje takvog plana, a pogotovo posle oktobra 98. kad je super-pregovarac SAD-a, Ricard Holbruk, napravio dil sa Milosevicem – zbog cega onda NATO nije svoje bombaske napade bolje ili drugacije isplanirao? Diplomatskim jezikom receno, ta kampanja deluje dosta zbunjeno i lose isplanirano.   Verujem da nam NATO lideri duguju barem nekoliko dobrih odgovora na navedenih sedam pitanja. Potpuno suprotno,” kaze dr. Oberg, “postoje dokazi da su SAD i NATO dobro znali kakav ce haos izazvati bombardovanjem. Mi smo o tome zabelezili sledece cinjenice:   Dokaz # 1, Makedonija i OEBS upozoravali su jos u julu 98.   Na Ohridskom jezeru u Makedoniji (BJRM) Severno-Atlanski Savet (parlamentarci zemalja clanica NATO-a) je odrzao seminar “Bezbednost u jugoistocnoj Evropi” od 4. do 6. jula 1998. Za to vreme je vec besneo rat izmedju OVK/UCK i srpsko/jugoslovenskih snaga a manevri NATO vazduhoplovstva “Odlucni soko” su bili izvedeni u junu. Izvestaj [AR202. SEM 98 7] koji je objavljen februara ove godine sadrzi i sledece zanimljive informacije:   Ucesnici su diskutovali o tome kako da se zaustave borbe na Kosovu; stav NATO-a se “iskristalisao” jos u junu 98. i ministri odbrane zemalja clanica su odrzali sastanak 10. i 11. juna s namerom da daju savet Vojnom komitetu da razmotri nacine kako mogu da se upotrebe brojne vojne mogucnosti koje im stoje na raspolaganju a s ciljem da se (a) zaustavi nasilje, (b) iskljuce iz borbe jugoslovenske snage i (c) osiguraju pregovori.   Zamenik sefa misije OEBS-a u Skoplju, g. Dzulijan Pil Jeits, na tom seminaru je izrazio misljenje da su junski manevri nad Makedonijom izazvali kod Makedonaca suprotstavljena osecanja i utiske. Uglavnom su ih shvatili kao ohrabrenje OVK-u a to je doprinelo jos izrazenijoj podeli stanovnistva prema nacionalnosti. Stavise, to bi dalje citavu zemlju moglo “izvesti na kurs sukobljavanja s Jugoslavijom.” “G. Blagoje Handzijski, makedonski Ministar inostranih poslova, takodje je okazao na takvu opasnost.” Dalje se u tekstu kaze: “g. Aleksandros Papadogonas (Grcka) je primetio da bi eventualna vojna intervencija mogla proizvesti “etnicko ciscenje Srba a time bi se uspostavio opasan presedan. Dzulijan Jeits je takodje upozorio na opasnosti koje prete ukoliko se ne odoli iskusenju da se upotrebom sile ispuni nastali politicki vakuum.” A “predstavnici regiona su jednoglasno zahtevali da budu ukljuceni u sve ubrzane konsultacije pre preuzimanja bilo kakvih operacija.”   Ono sto iz ovoga vidimo” kaze direktor TFF-a “je jasan dokaz da su i prestavnici vlada regiona a i OEBS-a upozoravali parlamentarce NATO-a i to jos u junu 98. o tome da postoje i odredjeni rizici koje bi eventualna NATO-ova vojna akcija nuzno izazvala: destabilizacija Makedonije, makedonsko-jugoslovenski sukob i etnicko ciscenje. Sve to dogodilo se mesecima pre nego sto je NATO poceo da razmatra razlicite opcije.   Dokaz # 2 General Selton je upozoravao da ce se etnicko ciscenje pojacati   28. marta je Sandi Tajms u izvestaju “NATO napada” rekao i da su 15. marta Klinton i clanovi njegovog kabineta medju kojima su bili i Vilijem Koen, Ministar odbrane, i Sendi Berger, Savetnik za nacionalnu bezbednost, sedeli u tisini dok je Selton (general Hju Selton, predsednik zdruzenog staba nacelnika stabova) objasnjavao sta im govore rezultati analiza. Rekao im je da postoji opasnost da ce se, suprotno od namere da se obuzda divljastvo Srba na Kosovu – sto je bio moralni imperativ koji je izlozio predsednik – vazdusnim udarima samo izazvati srpske vojnike da pocine jos vece krvoprolice. Vazdusni udari sami za sebe, rekao je, nece spreciti Srbe da pobiju Kosovare.” Dakle, i americka vojna ekspertiza najviseg ranga upozorila je da vojna akcija moze dovesti do “krvoprolica” a da samo vazdusni udari nece biti dovoljni da to sprece.   Dokaz # 3 Predsednik Klinton se bavio aferom Levinski   Pored toga, Njujork Tajms od 18. aprila i Tajms od 19. aprila saopstili su svojim citaocima da predsednik Klinton nije ucestvovao u pravljenju planova za rat: “Njegovu paznju je odvukao skandal Levinski, predsednik Klinton nije cak ni prisustvovao sastanku u januaru kad je uoblicen plan da se upotrebi pretnja vazdusnim udarima da bi se od Srba iznudilo da prihvate mirovni ugovor za Kosovo koji su trebale da sprovedu kopnene trupe NATO-a. Sastanak u Beloj kuci od 19. januara, na kojem je Medlin Olbrajt, Drzavni sekretar, uspela da se izbori za zauzimanje mnogo tvrdjeg stava protiv Berograda bio je odlucujuci momenat na putu u rat. g. Klinton je bio zauzet postupkom za njegov impicment, a o tome je javio jucerasnji Njujork Tajms uz karikaturu na kojoj se vidi kako je Predsednikova paznja usredsredjena na nesto drugo u trenutku u kom Kosovo eksplodira. Na januarskom sastanku je g-dja Olbrajt uspela da prevlada rezervisanost drugih visih savetnika i zacrtala je plan kojim bi se od Srba po prvi put zahtevalo da pod pretnjom sile pristanu na prisustvo NATO trupa na Kosovu. Plan je kasnije poslan na odobravanje predsedniku Klintonu koji je tog trenutka bio zauzet pisanjem Izvestaja o stanju drzave i nacije a u vreme dok je Senat SAD-a preslusavao argumente da li da ga izbace iz Ovalnog ureda.”   Jan Oberg komentarise: “Imajuci u vidu ovakvu pozadinu dogadjaja te uvidevsi svu groznicavu retoriku i neuspeh bombardovanja po sopstvenim kriterijumima – da stvori mir u Evropi, da spreci humanitarnu katastrofu i da prisili Beograd da prihvati sve zahteve Zapada – covek biva prinudjen da poveruje kako su, ipak, citavu ovu katastrofu kojoj smo svedoci ovih dana PROUZROKOVALI vodeci ljudi, oni koji odlucuju, jer se nisu obazirali na blagovremena upozorenja i iz regiona i od vlastitih vrhunskih vojnih eksperata, zato sto je predsednikova paznja bila “na drugom mestu” i zbog losih procena i bezobraznog podcenjivanja slozenosti problema o kojima se odlucivalo a i o visini uloga koji su igri. Ili, ako hocete, zbog opasne kombinacije samouverenosti i ljudske gluposti, prevelike vojne moci u kombinaciji s nedovoljnom intelektualnom moci.   Dogod nam se ne pokaze empirijski dokaz da je zaista postojao veliki jugoslovenski plan o etnickom ciscenju i dogod nam predsednik Klinton, Drzavni sekretar Olbrajt, Premijer Toni Bler, Ministar inostranih poslova Joska Fiser i danski Premijer Pol Nirup Rasmusen, Glasnogovornik Stejt departmenta Dzejms Rubin i glasnogovornik NATO-a Dzejmi Sej ne pruze bar nekoliko dobrih odgovora na pitanje zbog cega je NATO ipak odlucio da deluje i pored gore pomenutih upozorenja i ociglednih rizika – nemamo nimalo razloga da verujemo ono sto nam govore.   Navedeni plan verovatno postoji jedino u propagandnim odelenjima po prestonicama NATO zemalja. Novinari koji tragaju za istinom moraju njih da bombarduju pitanjima o ovome. Zasto? Zato sto ovakva NATO-ova humanitarna misija koju treba objasnjavati i njenu legitimnost graditi na ovako labavim i nesigurnim cinjenicama i moralno sumnjivim osnovama i treba da nas duboko zabrine. A dosla je posle varke kojom je Diktat iz Rambujea prozvan “mirovni plan.”   Secam se necega sto je Zorz Brak jednom rekao: Istina uvek postoji, jedino njoj suprotnu laz uvek treba ponovo izmisliti.”

Greenland – the world’s largest island, a continent of its own with only 57.000 inhabitants. I visited it for the first time in May 2005. I flew across the inland ice to Nuuk, the tiny capital with some 14.000 inhabitants. I was overwhelmed by the pride and kindness of everyone I met as well as by the unique natural beauty. Unfortunately, due to weather conditions during my ten-day stay I could get nowhere else but Nuuk. Fortunately, however, among those I met was Gitte Arvegaard, a Danish lawyer and negotiator employed by the local government, Greenland Home Rule. She turned out to be an enthusiastic photographer with a lot of pictures taken during various trips around Greenland. So this Greeland series is the result of our cooperative effort.
