Hiroshima 2011 - Carl Bildt och Sverige

Idag är det 66 år sedan Hiroshima förstördes av atombomben. Tre dagar senare bombades Nagasaki. Fyrtio år senare fanns atomvapen, dessa verktyg för folkmord, med en sammanlagd sprängkraft motsvarande en miljon Hiroshimabomber.

Risken för ett stort kärnvapenkrig som skulle kunna utrota mänskligheten är idag mindre än under det kalla kriget, men risken är inte noll. I den senaste versionen av den amerikanska kärnvapendoktrinen Nuclear Posture Review talar man öppet om risken för avfyrande av misttag, t ex genom dataintrång. Det är nödvändigt att avskaffa kärnvapnen innan de avskaffar oss!

Det är inte längre bara ”godtrogna aktivister” som tror att kärnvapnen kan avskaffas. De fyra grånade amerikanska statsmännen Shultz, Kissinger, Perry och Nunn har i tre artiklar i Wall Street Journal och vid ett stort antal konferenser uttalat att USA:s säkerhet fordrar att kärnvapnen avskaffas.

President Obama deklarerade i sitt berömda Prag-tal att hans mål var en kärnvapenfri värld. Där fanns emellertid förbehållet att det kanske inte skulle bli i hans livstid, och så länge kärnvapnen finns kvar kommer USA att behålla en ”trovärdig och tillräcklig” kärnvapenarsenal. Efter Pragtalet har anslagen till kärnvapnen i USA ökats kraftigt. Trycket på den amerikanske presidenten från kärnvapenmaffian tycks vara omöjligt att stå emot.

Flera konkreta förslag för hur kärnvapnen skall kunna avskaffas har arbetats fram. Allt som behövs är den politiska viljan. Mest utvecklat är ett förslag utarbetat av bl.a. Läkare mot Kärnvapen, en modell för en konvention mot kärnvapen. Detta dokument visar både på vägen och målet, visar stegen och kontrollerna.

Ett stort antal länder har nu gett sitt stöd till konventionen. Sverige röstade för denna i FN:s generalförsamling men Sverige inte i något internationellt forum drivit frågan. Sverige var under andra halvåret 2009 ordförandeland i EU. Under den tiden tog Sverige inga initiativ för kärnvapennedrustningen, trots krav från EU-parlamentet.

Det kanske mest anmärkningsvärda avsteget från Sveriges tradition att arbeta för kärnvapnens avskaffande var att den svenska regeringens representant i den s k Nuclear Suppliers Group accepterade att Indien fick tillåtelse att köpa uran, trots att Indien inte är medlem i Icke-spridningsavtalet NPT. Följderna av detta undantag från reglerna blev, som väntat, allvarliga: Pakistan har, som reaktion på ett upplevt ökat hot från Indien, ökat sin produktion av kärnvapen och har ställt sig helt i tvärläge när det gäller förhandlingarna om ett avtal beträffande produktion av klyvbart material för kärnvapen. Denna utveckling kunde ha förhindrats.

Carl Bildt har aldrig gett en trovärdig förklaring till detta handlingssätt.



Carl Bildt har som utrikesminister i stort sett fullständigt gett upp den aktiva politik för kärnvapnens avskaffande som Sverige varit känt och uppskattat för i decennier. Initiativen kommer nu främst från Norge, Schweiz och Österrike. Dessa länder har tagit flera viktiga initiativ för kärnvapennedrustning och stött frivillig-organisationer som arbetar mot kärnvapnen.

Med tanke på att Carl Bildt flera gånger talat om kärnvapenhotet är hans passivitet förvånande. Lösningen finns nog i hans prioritering av EU-samarbetet och av ”den transatlantiska kontakten”. Bildt tar inte upp utrikespolitiska frågor av denna typ som han inte kan räkna med EU-stöd för. När det gäller kärnvapen bromsar Frankrike alla nedrustningsinitiativ. Atomvapnen har för Frankrike ett symbolvärde som är obegripligt för oss andra som ser kärnvapenberoendet som en stor svaghet hos ett land.

Carl Bildt, om inte EU kan uppnå enighet är det bättre om Sverige tillsammans med andra länder, inom eller utom EU, tar initiativ för kärnvapennedrustning. Du har talat många vackra ord om kärnvapennedrustning, men handlingarna visar att du har andra prioriteringar.
