PressInfo #177 - Forsømte Kofi Annanen lejlighed til at standseeller udsætte krigen?

I går “anbefalede” Washington, at inspektørerne fra IAEA og UNMOVIC så vel som alt FNs humanitære personale fra UNOHCI skulle forlade Irak så hurtigt som muligt. FNs mission i den demilitariserede zone mellem Kuwait og Irak (UNIKOM) var allerede under evakuering.

Disse missioner er FN missioner. De er i Irak på grundlag af en Sikkerhedsrådsbeslutning. De er der, for at tilvejebringe fred med fredelige midler og for at hjælpe borgerne i Irak.

Efter et kort sikkerhedsrådsmøde bag lukkede døre, oplyser generalsekretær Kofi Annan verden om, at disse missioner har fået besked på at tage sig ud.

Det ser altså ud til, at ét medlem udsteder en ultimativ “anbefaling” og FN adlyder og dermed lader det irakiske folk i stikken for at blive truet, ydmyget, dræbt, såret og i løbet af få uger sulte.

Artikel 99 i FNs Charter fastslår, at generalsekretæren “kan forelægge sikkerhedsrådet ethvert spørgsmål, som efter hans opfattelse truer bevarelsen af den internationale fred og sikkerhed.”

Var det ikke netop, hvad USAs ultimatum gjorde – truede Irak og truede verdensorganisationen i Irak ?

Artikel 100 i FNs Charter slår fast, at “under udøvelsen af deres pligter skal generalsekretæren og hans stab ikke søge eller modtage instruktioner fra nogen regering …” Naturligvis, det var ikke udformet som en instruktion, det var en “anbefaling”. Men hvad generalsekretæren gjorde, den 17 marts 2003 var at modtage – og udføre – en instruktion.

I denne sammenhæng vil vi gerne henvise til en artikel “Hvordan Kofi Annan kan stoppe krigen” af Paul F. de Lespinasse *).

Her er kernen i professor de Lespinasse’s forslag:

“Situationen giver en interessant mulighed for FNs generalsekretær Kofi Annan. Hvis USA udsteder den forventede advarsel, kan og skal han annoncere, at USA ikke har myndighed til at udvise inspektørerne, som er FN ansatte. Ydermere kan Annan sige, at han ikke vil trække inspektørerne tilbage fra Irak medmindre Sikkerhedsrådet beordrer ham til at gøre det, eller inspektørerne rapporterer, at de ikke tillades at udføre deres opgave.

Et pres, for at få Sikkerhedsrådet til at beordre inspektørerne ud under de herskende omstændigheder vil utvivlsomt slå fejl og hvis det på mirakuløs vis alligevel fik sine nødvendige 9 stemmer, ville det bestemt blive vetoet af Frankrig, Rusland eller Kina.

En sådan tilkendegivelse fra generalsekretæren ville have 3 virkelig positive konsekvenser. Først er det usandsynligt, at præsident Bush og hans rådgivere ville fortsætte med et angreb, som ville være et P.R. mareridt så længe inspektørerne stadig er i Irak.

For det andet ville en sådan tilkendegivelse ikke underminere inspektørernes arbejde, men give det forøget kraft og give generalsekretæren øget styrke i forhold til Saddam Hussein. Så længe de bliver der, vil inspektørerne beskytte Irak mod et amerikansk angreb, men hvis de ikke får Carte Blanche til deres arbejde vil de forlade landet.

For det tredje vil tilkendegivelsen skabe præcedens for en stærkt forøget magtudøvelse fra FNs generalsekretærs side. Denne person er det nærmeste, vi kommer en hovedansvarlig for verden, og han sidder på en post, hvorfra det er naturligt at tage hensyn til hele verdens befolkning”.

Vi undrer os over, hvordan det var muligt for en medlemsstat, at få FN, alle organisationens utroligt vigtige missioner, beordret ud i løbet af få timer ? Vi undrer os over, om ikke generalsekretæren kunne have vist større standhaftighed til forsvar for en organisation, som er så vigtig for verden og for det irakiske folk ? Kunne han i det mindste ikke have trukket tiden ud og sagt at det ville tage et antal dage at beslutte og fysisk trække sine medarbejdere ud?

Med dette mulige vindue til fred lukket, kan må man sætte sit sidste håb til at f.eks. pave Johannes Paul, Den Alliancefrie Bevægelse eller medlemmer af sikkerhedsrådet giver freden en sidste chance og får indkaldt et møde i FNs generalforsamling. Det kunne genoplive principperne bag resolutionen “Uniting for Peace”.

Og det ville give en demokratisk røst på et højt niveau til “os folkene” som er triste, vrede og bange ved udsigten til en krig med massakre mod millioner af uskyldige medmennesker.
