“Ministri inostranih poslova zemalja G8 izdali su
deklaraciju o principima na osnovu kojih treba da se resi
kriza na Kosovu. To je mesavina raznorodnih elemenata koji
sluze da spasu obraz Zapada a ne doticu se ni jednog
jedinog od uzroka same krize a ni uzroka zbog kojih Zapad
kao medijator do sad nije imao uspeha. kaze direktor TFF-a
Jan Oberg. Ova deklaracija moze da posluzi jedino zato da
opravda nastavak bombardovanja, a ako se ipak primeni,
obecava vrlo tuznu buducnost za citavi Balkan. No, jedne
stvari ipak imamo u izobilju, nepismenosti u konfliktima,
pa nam danas vodeci mediji i ovo nazivaju Mirovnim planom
ponavljajuci tako gresku iz Rambujea. U prilogu imate

“Sledeci opsti principi moraju biti usvojeni i
primenjeni u resavanju krize na Kosovu:

* Trenutna i lako proveriva obustava nasilja i represije
na Kosovu.

* Povlacenje s Kosova vojnih, policijskih i paravojnih
snaga.

* Razmestanje na Kosovu efikasnog medjunarodnog civilnog
i bezbednosnog prisustva, o kojem treba da odluce i da ga
podrze Ujedinjene Nacije, sposobnog da osigura postizanje
opstih ciljeva.

* Uspostavljanje prelazne uprave za Kosovo, o kojoj ce
odluciti Savet bezbednosti Ujedinjenih Naroda, a koja treba
da osigura uslove za miran i normalan zivot za sve
stanovnike Kosova.

* Siguran i slobodan povratak za sve izbeglice i
raseljena lica i nesmetani pristup Kosovu za sve
organizacije za humanitarnu pomoc.

* Politicki proces usmeren ka uspostavi prelaznih
politickih okvira. Sporazum koji ce osigurati znacajnu
samoupravu za Kosovo uz puno postovanje Sprazuma iz
Rambujea i principa i suvereniteta i teritorijalnog
integriteta SR Jugoslavije i drugih drzava regiona i
demilitarizaciju OVK.

* Sveobuhvatan pristup ekonomskom razvoju i stabilizaciji
kriznog podrucja.

Evo vam 10 razloga zasto ovu Deklaraciju mozemo da
smatramo samo za jos jednu mirovnu prevaru:

1. Ministri ovo nazivaju kriza, a ne konflikt ili rat.
Time naglasavaju svoju nameru da naprave obrazac za
spasavanje vlastitog obraza zbog krize koju je stvorio NATO
balkanskom bombarderskom brljotinom. Ljudi u Jugoslaviji
(SRJ), Kosovari posebno a i susedne zemlje to sagledavaju
kao konflikt koji je eksplodirao u rat i agresiju. Principi
ni ne dodiriju ni jedan od dubokih korena samog sukoba i u
zizu svoje paznje nisu uzeli ni jednu potrebu ljudi koji
zive u ovom regionu.

2. Potpuno izbegavaju bilo kakvo pominjanje NATO-ovog
bombardovanja i uslove pod kojima bi ono eventualno moglo
da prestane.

3. Prva stvar koju ministri spominju je povlacenje SRJ
snaga (kojih, svih ili samo nekih, odakle i kuda?) a
zavrsavaju sa opstom odrednicom (kasnijeg) razoruzanja OVK
i to pod tackom politicki proces. Ovim se u potpunosti
nastavlja neuravnotezenost – koju je prosle godine uneo
ambasador Holbruk – u odnosima s dve sukobljene
strane-snage u gradjanskom ratu.

4. Ne govore se nista da li sve ili samo neke snage SRJ
treba da se povuku. Oni pominju demilitarizaciju OVK, no
moze li uopste postojati vojska bez oruzja? Ako moze, nije
li to onda podrska Vladi u kojoj ce dominirati OVK – ionako
nedavno formirane izvan Ustava i politickih okvira
Kosova?

5. Ministri izbegavaju da definisu medjunarodno
prisustvo, mada izraz medjunarodno civilno i bezbednosno
sam za sebe doista predstavlja znacajan otklon od jedino
NATO pa predvodjene NATO-om i medjunarodne bezbednosne
snage s jezgrom od NATO-a. Dobro je da su UN konacno dobile
neku ulogu da odigraju, no da li ce one ovde biti
predvodnik ili samo talac s gumenim pecatom u ruci?

6. Mesta koja se odnose na teritorijalni integritet i
suverenitet SRJ su jednostavno nedovoljna. Deklaracijom se
ne pominje da ce se SRJ pitati, konsultovati o pitanjima
njene vlastite buducnosti. Vece bezbednosti UN-a ce
odluciti o prelaznoj upravi i prelaznom politickom okviru
koji ce u celosti ispostovati sprazum iz Rambujea. A taj je
ugrozio i integritet i suverenitet SRJ i uopste nije ni bio
nikakav sporazum.

7. Ministri kao da veruju da je ono sto je potrebno da se
donese mir ovom regionu prelazna uprava za Kosovo, a ne
socijalo-psiholoske na pojedincima zasnovane mere na
uspostavi mirovnog procesa. Time se nastavlja
katastrofalni, od vrha ka bazi inzenjering ili menadzerski
pristup konfliktu u kojem je neophodan preokret usmeren ka
konsultacijama, uspostavi poverenja i ozivljavanju civilnog
drustva koja svima treba.

8. Najzanimljivije u deklaraciji je to sto ni recju ne
pominje poimenicno: a) lokalne i regionalne mere na
uspostavi medjusobnog poverenja, b) konsultacije sa SRJ,
OVK-UCK i dr. Rugovom, c) pregovore koji bi se vodili
izmedju tvrdih jezgri sukobljenih strana i d) balkanski
regionalni pristup i procese.

9. Ministri izbegavaju da pomenu bilo kakvo zaljenje, a
jos manje izvinjenje narodima Jugoslavije za pale civilne
zrtve i nastalu stetu – cime zalosno propustaju dobru
priliku da otvore vrata pomirenja izmedju NATO zemalja i 10
miliona gradjana SRJ. Uz potpuni nedostatak samokritike i
sazaljenja, G-8 ipak veruju da ce se NATO zemlje izvuci
nekaznjene za to sto prvo nisu uspele da sprece nasilje,
zatim sto su pristrasnim posredovanjem i agresijom same sebe
onemogucile da budu ono sto sad zele da postanu, a to je
ovlasteni mirotvorci od poverenja!

10. Sa tako puno elementarnih pitanja na koja se
propustilo da se odgovori i s toliko puno neodredjenosti,
SRJ ce verovatno traziti pojasnjenja ili ce reci ne – a
onda ce NATO moci s punim legitimitetom da nastavi da
bombarduje one koji eto nastavljaju da odbacuju mirovne
principe.

Ovaj dokument ne uspeva da otvori ni jedna od vrata za
istinskog resavanja sukoba. On se ne odnosi ni na jedan od
izvornih korena srpsko-albanskog sukoba, a ni jos gore
regionalne i svetske krize koju je svojom katastrofalnom
politikom NATO izazvao.

Zamagljivanjem, omaskama, nedorecenoscu, kontradikcijama
i potpunim nedostatkom bilo kakvog izraza zaljenja zbog
patnji ljudi – izrazene su duboke podele koje stoje medju
tvorcima ovog nacrta. Rusija se ukrcala na ovaj brod – ako
jeste – samo zato sto joj je Zapad vazniji nego Kosovo.
Iznenadilo bi me ako Jugoslavija ovo shvati ikako drukcije
nego kao praznu deklaraciju. Tragicno je da najmocniji
svetski lideri nisu ni dan danas naucili nijednu lekciju o
razresavanju sukoba. Da parafraziram Ajnstajna, – Posle 24.
marta s NATO-ovim bombardovanjem nista vise nije isto osim
jedne stvari – nacina na koji mocni lideri razmisljaju o
sukobime i o miru a to nas sigurno vodi u nove i nove
katastrofe, predvidja Jan Oberg.
