Tredje klasses propaganda er gennemskuelig og får folk at tænke selv — “tror de jeg er helt idiot?” Den skaber sin modreaktion. Anden klasses propaganda er meget bedre, her opdager folk ikke at de er objekt for manipulation. Første klasses propganda er den mest effektive — hér er folk ikke blot uvidende om at de manipuleres, de finder situationen naturlig, nyder den, det er show og underholdning og “Guud hvår går det godt”.

En sådan helt fed dag var det forleden da De forenede Staters præsident Bill Clinton kom til byen og holdt en flot tale som man siger. Dér stod de, 80.000 sommerglade danskere, dér sad de i millioner foran skærmen. Og det var en festlig dag. En stor mand var i byen, vores by, vores Danmark.

Og han talte indiskutabelt elegant om venskab og kultur, om Kierkegård och Høeg, om den store lyse fremtid som hans land — og vi selv, hvis vi bare vil — er på vej imod. Den store mand i den store flyvemaskine kom som om hans egentlige ærinde var at besøge os danskere og bare sådan på vejen hertil havde gjort et par svinkeærinder for at ordne Europas fremtid på bedste vis for os alle.

I anledning af besøget gik specielt Danmarks TV helt i tabloid. Alle sider af den store mand blev behandlet — om han skriver sin tale selv, om han måske ville drikke en dansk øl dér på torvet, om han ville gribe en saxofon sådan helt tilfældigt eller på anden måde vise at han jo egentlig er et helt almindeligt menneske — som når han foretrækker en jordnøddesandwich for franske delikatesser.

TVs kommentator talte om den dér helt specielle evne Clinton har til at kommunikere med folk. Og danskerne vajede med flagene og tog ham til sig. Som mennesker nu gør med store mænd der har den magt, de inderst inde selv synes de savner.

Det var nu lidt som om danskerne, fra Hendes Majestæt Dronningen over statsministeren till mor og far med de to små søde børn dér på torvet, blev forvandlet til lykkeligt logrende hundehvalpe, der blir så glade når Far kommer hjem og klapper dem på hovedet.

Danskerne følte sig velsignede, nogen kom og sagde at vi er skidegode og kunne være model for resten af verden — ikke Hr Hvemsomhelst men netop den store mand fra Guds eget land. Dermed blev hans land og den politik han fører også stor, faktisk så stor at den er hævet over analyse, for slet ikke at tale om kritik.

Det var første klasses og hvor var det altså bare dejligt. Drømmen varede ganske vist kun i tyve timer, men Danmark blev ligesom større. Og danskerne kunne leve på det næsten til deres dages ende — som amerikanske kærnevåben også kunne levere om det nu skulle blive nødvendigt for at opretholde freden.

Nu kunne man lave en ret lang liste over alt det De forenede Staters præsident — som han stod dér under “Med Lov Skal Land Bygges” — også repræsenterer. Den ville indeholde stikord som anarkisk og autoritær kapitalisme, kristen fundamentalisme, klassesamfund, magtpolitik, interventionisme, systematisk direkte og strukturelle vold, militarisme, nuklearisme, CIA-terrorisme, nationalchauvenisme, racisme, uholdbar udvikling, global resourceødelæggelse og dobbeltmoral i promoveringen af de vestlige værdier.

Men alle lande har bagsider. Det sympatiske med USA er at disse kan diskuteres uden at man mister hovedet (og man har friheden til at finde et andet job hvis man fremturer med kritik).

Det er ikke vanskeligt at finde og spejle et kritisk billede af USA og den amerikanske politik. Nogle af de bedste kritikere — uden hvem demokratiet er hult — findes blandt USAs egne intellektuelle. På freds- og sikkerhedspolitikens område er de ofte mere kritiske og konstruktive end deres europæiske kolleger er såvel i henseende til USA som til deres egne lande.

Da danske journalister næppe kan være uvidende om helhedsbilledet af amerikansk politik og da jeg formoder at de hverken er blevet tilbudt bestikkelse eller skulle have accepteret den, spørger jeg mig selv hvorfor i alverden de vælger at formidle et eventyrligt glansbillede af USA og den store mand støvsuget for analyse, distance og balance?

Svaret er enkelt. Det dér amerikanerne bare kan som ingen anden er førsteklasses propaganda. Den passer som hånd i handske med enhver journalists flokinstinkt for historien, “nyheden” og den rette vinkel (den de andre også har) og den politisk korrekte selvcensur, som er et af det postmoderne demokratis kendemærker.

USA er verdens eneste supermagt. Landets globale magt er historisk unik, omend den successivt vil begrænses af både Europa, herunder et selvbevidst Rusland, og Asien, især Kina. Ingen anden præsident eller regering har tilnærmelsesvis samme udadrettede magt til at præge verdens gang i såvel god som ond retning. Din og min hverdag præges mere af amerikansk økonomi, amerikansk kultur, amerikansk indenrigs- og udenrigspolitik og massemedier end af noget andet lands.

Derfor skal USA og amerikansk politik diskuteres mere end noget andet land. Den der ikke interesserer sig levende for USAs gode og dårlige sider skaber sig et sikkerhedsproblem. En skønne dag kunne vi blive overraskede.

USA lever i høj grad på at kritisere og belære alle andre. De europæiske ledere fik senest i Denver læst teksten om hvor fortræffelig den amerikanske økonomi er og stater, folk og hele kulturer rundt om i verden må finde sig i at blive betegnet som “kæltringstater.”

USA kan tåle kritik. Det er os, der ikke tør. To aktuelle eksempler:

– Clinton roste Danmark for vore FN-indsatser. Men det amerikanske senat vedtog i juni en lov om at kun 819 millioner dollar af USAs gæld på 1,2 milliarder til FN vil blive betalt. Men! — Senatet har vedføjet et 18-siders dokument med de betingelser, USA kræver at FN opfylder først. Og hvis ikke USA og FN kan enes så kan USA forlade FN.

Hvor er de nordiske og andra landes stærke internationale fordømmelse af dette angreb på den fortræffelige Generalsekretærs Kofi Annans reformarbejde og selve FNs eksistens? Er kæltring for stærkt et ord om den, der stiller livstruende betingelser for at betale sin gæld?

– Hvis der fremover udvikles en ny kold krig — eller mere præcist Kold Fred, — så har den taget sin begyndelse med Clinton’s idé om NATOs første udviddelse. Hvor var de intellektuelle? Den alternative forsvarspolitik? Den kritiske offentlige debat?

Skidt med det, danskerne logrede lykkeligt med sine danske og amerikanske flag i sommersolen og tog en bajer til. Det var jo sådan et flot besøg af en stor mand. Havde de fået at høre.
