PressInfo #220 - Fredsbistånd till efterkrigszoner:Fallet Burundi

Burundierna vill ha rättvisa och fred. En studie som utförts av Observatoire de l’Action Gouvernementale (OAG) visar att 83% av befolkningen vill att en försoningskommission ska upprättas, 82% vill ha en särskild tribunal för brott mot mänskligheten.

Burundi har demobiliserat majoriteten av sina stridande soldater och tar hand om barnsoldater. Flyktingar har återvänt hem. Ledare i exil återvänder, före detta rebeller bildar partier. Ett beslut om en Sannings- och försoningskommission har fattats. Dessa och andra steg mot freden är väldiga – med tanke på landets historia och situation (2).

Men, tyvärr, själva fredsprocessen kostar pengar och kräver många typer av oberoende expertkunnande.

 

Varför överges Burundi av det internationella samfundet?

Folk som slår in på fredens väg borde belönas. Men var i denna värld ska Burundis regering och frivilligorganisationerna hitta det mänskliga bistånd och det fredsbistånd som i tid ska tillgodose alla Arushas mål?

Förenta nationernas samlade vädjan 2004 för humanitärt bistånd till Burundi uppgick till 119 miljoner USA-dollar eller 7 dollar per invånare, inget stort belopp inom världssamfundet hur man än mäter det. Den andel som de facto täcktes av summan var knappa 46%. På grund av detta och ogynnsamma klimatförutsättningar är hungern nu omfattande i de norra provinserna; givarsamfundet har reagerat mycket långsamt, särskilt efter tsunamikatastrofen.

Det är besvärliga kringvillkor. Burundi står som nummer 171 av de 175 länderna på UNDP:s index över mänsklig utveckling. Det finns en läkare på 100 000 medborgare och en enda psykiater i hela landet, och 40 000 dör av AIDS varje år. Det är 13 gånger offren vid 11 septemberattentaten!

Att säga till en döende patient att han kanske kan få lite medicin när han har tillfrisknat på egen hand är ren grymhet. Men det är så vi handskas med många efterkrigsfall utanför mediernas rampljus – som Burundi. Ingen investerar egentligen i fred (3). Men ställ frågan till dig själv vad ett nytt afrikanskt folkmord skulle kosta? Vad skulle priset bli för att inte ge fredsbistånd och annat bistånd – i tid?

Och vem skulle betala det priset?

 

Prioritera rätt i världen!

Här har vi ett afrikanskt land som borde göra genomslag i rubrikerna för sin kamp för utveckling och fred. Det är en hoppets berättelse, det är en god nyhet. Vilken mänsklig dåraktighet, vilken felaktig prioritet i vår värld att inte bry sig om de platser där freden är djupt önskad och helt och hållet möjlig! Vilken grym orättvisa mot de 7 miljonerna burundier – samtidigt som Bushadministrationen lägger ut en miljard USA-dollar i veckan i Irak där den är oönskad?

Fredsbistånd syftar till inhemsk konflikthantering, våldsprevention och försoning i ett. Det minskar lidandet inom och mellan mänskliga varelser. Var finns ett bättre ställe att börja ge fredsbistånd än i Burundi?

Om Burundis kamp för fred inte är värd att stödja dessa år, vilken fredsprocess är i så fall värd det? Och finns det ett bättre sätt att visa andra att fred betalar sig?

If you want peace, focus on the underlying conflict because that is the key to resolution, peacemaking, and a better future for the parties. The West is obsessed with violence, just look around you – and 90+ per cent of the public debate is about military issues and other violence – totally wasted for peace. These Peace Pulses will only be published here a few times. You will also not find them on YouTube and Vimeo because both platforms have blocked TFF and me; you know, peace is dangerous these days.
