PressInfo #60 - BOMBARDOVANJE - POTPUNO NEUSKLADIVO SA HUMANITARNIM RAZLOZIMA

“Bez pameti, kontraproduktivno i nezakonito NATO-ovo
bombardovanje suverene Jugoslavije predsednik Bil Klinton,
Evropska zajednica i drugi zapadni lideri i mediji
opravdavaju izgovarajuci se razlozima humanitarne prirode.
Navodno – vazdusni udari sluze da sprece etnicko ciscenje,
reke izbeglica, da sprece ubistva nevinih zena i dece.
Diplomatskim recnikom receno ovi izgovori stizu iz
marketinskog odelenja. Bombardovanje ce proizvesti upravo
suprotno od onog sto navodno pokusava da spreci” kaze dr.
Jan Oberg, direktor TFF-a, neposredno posle pocetka
bombardovanja. Prema Obergu, ovim argumentima nedostaje
uverljivost upravo iz sledecih razloga:

NIJE BILO POKUSAJA DA SE NASILJE SPRECI
Zbog cega Zapad nije uradio apsolutno nista u prethodnom
periodu pre no sto je ova kriza prerasla u nasilnu? Bilo je
puno prilika za sporazumno razresenje. Npr. TFF je predlagao
citav niz razlicitih mogucnosti pocev od 1992. kojima se
nasilje moglo spreciti, a tako i ubistva kojima smo bili
svedoci prosle godine. Ni u jednom drugom sukobu nije bilo
toliko prepoznatljivih, ranih znakova upozorenja, a da se
pritom upotrebilo tako malo preventivne diplomatije.
Kosovska katastrofa je bila medju onima najlaksim za
prevideti. Tvrditi da se “pokusalo sve i da je NATO-ovo
bombardovanje jedina preostala mogucanost” je cista
intelektualna besmislica.

NATO-ove PRETNJE CINE HUMANITARNE NAPORE NEMOGUCIM
Jedna od neposrednih posledica NATO-ovih pretnji vojnim
udarima bila je ta da je OEBS-ova verifikaciona misija
morala da se povuce sa Kosova, a za njima su i skoro sve
humanitarne organizacije izvukle svoje ljude da bi ih
zastitile. Preko makedonske granice vec danas prelazi mnogo
vise izbeglica a sa proredjenim usima i ocima promatraca na
terenu sve tri strane u sukobu – i NATO je medju njima –
mogu nesmetano da pojacaju svoje nasilje.

POSLE OVOGA SRBI I ALBANCI CE SE MRZETI (JOS VISE)
Srbi ce NATO-ovo bombardovanje shvatiti kao kaznjavanje, a s
druge strane i kao izricitu pomoc zapada albanskim
tvrdolinijasima. Srbi ce smatrati da je albanska strana
izazvala ovaj pakao koji se srucio njima na glave. Na taj
nacin malo nade ostaje da bi Srbi i Albanci mogli da zive u
miru, zajedno ili kao komsije koji ce jedan drugom verovati,
bilo kad u doglednoj buducnosti. Proizvodnja mrznje je
potpuno suprotna humanitarnim naporima.

U DRUGIM SUKOBIMA SA MNOGO VISE MRTVIH HUMANITARNI
RAZLOZI NAS NISU POKRENULI
Tokom prosle godine kosovski rat je izazvao smrt oko 2.000
ljudi. Taj broj je znacajan, svaki ljudski zivot je
svetinja. Medjutim, medjunarodna zajednica je resila da NE
INTERVENISE u sledecim sukobima: u Alziru 80.000 mrtvih; u
etiopsko-eritrejskom ratu kroz zadnjih nekoliko nedelja
poginulo je verovatno preko 10.000 ljudi; kroz zadnjih pet
godina 820.000 mrtvih u Ruandi; 1,500.000 ljudi je poginulo
u Sudanu tokom zadnjih 15 godina; vise od 1 milion ljudi je
umrlo u Iraku kao posledica sankcija; verovatno ne manje od
500.000 ljudi ubijeno je u Burmi pocev od 1948.g.

PRAVI HUMANITARNI PROBLEMI KOJI PRITISKAJU SVET PROLAZE
NEZAPAZENO
Procenjuje se da oko 100.000 ljudi umire DNEVNO sirom sveta
– ne u ratu vec od nedostatka elementarnih potrepstina kakve
su voda, odeca, krov nad glavom, hrana, lekovi. Na svetu je
registrovano 100 miliona beskucnika; 40 miliona ljudi su
izbeglice; 70 zemalja Treceg sveta danas imaju nizi standard
nego pre 30 godina; najmanje 800 miliona ljudi svako vece
odlazi gladno na spavanje. Izrazeno u novcu, samo delic
vojnih troskova mogao bi da otkloni sva ova stradanja.

ZA ORUZJE CE SE UVEK NACI NOVCA, ZA LJUDE NECE
Vojni troskovi u svetu – a vecina njih otpada na NATO –
jednaki su po iznosu sabranom dohotku siromasnije polovine
svetskog stanovnistva. Samo Pentagon trosi 20 puta vise nego
sto iznosi celokupan budzet UN-a. A same UN – najvaznija
svetska humanitarna organizacija – na Kosovu su potpuno
izbacene iz igre, dok ih ovih dana upravo izbacuju i iz
Makedonije. Kada ce se konacno mediji zapitati koliko
kostaju ovakve “mirovne misije” i koliko bi prave pomoci svi
mi mogli da priustimo ljudima za samo delic takvog
iznosa?

I VECI HUMANITARNI PROBLEMI ODAVNO POSTOJE U
JUGOSLAVIJI
250.000 gradjana je trenutno raseljeno unutar Kosova ili se
kao izbeglice nalaze u Makedoniji – oko 10% kosovskih Srba i
10% kosovskih Albanaca; njima bez pogovora pomoc treba.
Medjutim isto to vazi i za 650.000 pretezno srpskih
izbeglica (podaci od UNHCR-a) koji su izbegli iz Hrvatske,
Bosne i drugih krajeva tokom raspada bivse Jugoslavije. Oko
pola toga broja bilo je etnicki ocisceno iz Hrvatske 1995.
To je najveci izbeglicki problem danasnje Evrope – a ovom
prilikom skoro da se i ne spominje.

SANKCIJE STVARAJU HUMANITARNE PROBLEME
Zbog cega Zapad odrzava ovakve ili onakve sankcije protiv
stanovnika Jugoslavije jos od 1991.g.? Od njih je na ovaj
ili onaj nacin stradala vecina gradjana, i to ne samo
bolesni i penzioneri. I bolesni i penzioneri, a i svako
drugi u ovoj krizi ce stati uz predsednika Milosevica.

TREBA LI MOZDA OVAKVOM RETORIKOM PRIDOBITI ZENE?
Sav ovaj mekani humanitarni preliv preko tvrde
militaristicke politike verovatno je nabacen da bi se
smeksale zene, supruge i majke vojnika i pilota i da bi se
uverile kako generali dele iskrenu dobronamernost siroke
americke javnosti. Hoce li u to verovati i kada broj zrtava
pocne da raste?

Dr. Oberg zakljucuje: “Nase misli upucujemo svim
prijateljima i kolegama nase fondacije, Srbima, Albancima,
Makedoncima i drugima iz citave regije, nevinim,
dobronamernim ljudima koji ponovo moraju da plate cenu za
“politiku” i nadmetanje izmedju vlastitih vodja i vodja
medjunarodne zajednice. Glas gradjana drzava clanica NATO-a
nazalost nismo culi. Zato zelim da naglasim sledece
zakljucke o ovom “B-52 tipu humanitarnih aktivnosti”.

1) Briga za humanitarne probleme nije nista drugo nego
suze zapadnjackog krokodila. Ona predstavlja ili namernu
dezinformaciju ili stav izgradjen na osnovu polovicne
analize. Jednostavno, NE POSTOJI globalna politicka volja da
se humanitarni problemi razresavaju tamo gde oni zaista i
postoje.

2) Na Kosovu reskiramo da rat niskog inteziteta i broja
zrtava naduvamo u veliki rat i u desetostruko vecu
humanitarnu katastrofu.

3) Izgleda da politicka volja da se pomogne postoji
jedino kod razresavanja onih humanitarnih problema koji se
uklapaju koncepciju ” NATO tretmana”- ukratko, gde god se
javi ona je lazna.

4) Kako bi divan postao ovaj svet kad bi najmocniji narod
na svetu, njegov predsednik i svi njihovi saveznici HTELI
odlucno DA URADE NESTO da bi olaksali patnju ljudi sirom
sveta.

5) Kombinacijom njihove ogranicene kreativnosti,
neogranicene samouverenosti i nenadmasne vojne moci oni
danas prete da ukupne svetske humanitarne probleme jos i
POVECAJU.
