PressInfo #62 – INFORMACIJSKI RAT OKO KOSOVA

Ogromna vecina ljudi sirom sveta misli kako su rat i
mediji razdvojeni. Kad se vodi rat mediji nas o njemu
izvestavaju sto mogu objektivnije i to pod cesto veoma
teskim okolnostima. Medjutim u ovom danasnjem, informatickom
drustvu svaki se rat ustvari sastoji od dva rata: onog koji
se vodi na zemlji i onog u medijima. Oruzjem se komunicira i
komunikacija sluzi kao oruzje. Morate da se zapitate kojim
se to interesima rukovode oni koji odlucuju sta hoce a sta
nece da nam saopste? Istorija ratovanja jednu stvar cini
vise nego ociglednom,” kaze Jan Oberg, direktor TFF-a, ” a
to je da s pravom mozemo pretpostaviti da nam nece reci
istinu, celu istinu i nista osim istine. U ratu koji NATO
vodi protiv Jugoslavije postoje razlozi da citiramo Hamleta
– “ima nesto trulo u drzanju medija.”

Evo sta se moze procitati o tome kako SAD koriste
inforcije za vreme rata: “Psiholoske operacije (PSYOP) su
operacije koje se planiraju s namerom da prenose probrane
informacije, nagovestaje i indikacije gledaocima u stranim
zemljama s ciljem da se utice na njihove emocije, motive,
objektivno rezonovanje i na kraju s konacnim ciljem da se
izmeni ponasanje stranih vlada, organizacija, grupa i
pojedinaca. PSYOP su vitalni element sirokog spektra
americkih politickih, vojih, ekonomskih i informativnih
aktivnosti. Kad se na pravi nacin upotrebi, PSYOP moze
znacajno da snizi moral i da smanji efikasnost
neprijateljskih snaga a u njihovim redovima moze cak da
izazove pometnju i nezadovoljstvo. Postoje cetiri kategorije
vojnog PSYOP-a; strateska, operativna, takticka i
konsolidacijska. PSYOP se koristi da izgradi i da ojaca
shvatanje (percepciju) o americkoj vojnoj, politickoj i
ekonomskoj snazi i odlucnosti.”

I druge drzave vode PSYOP, dakako. Ovo treba da imamo na
umu kad sledeci put budemo gledali televiziju. A tada treba
i da sebi postavimo nekoliko pitanja:

* DA LI SE IZA ONOGA STO VIDIMO NA EKRANU KRIJE I
NESTO VECE?

Balkanski konflikti odavno nemaju samo balkansku dimenziju
vec imaju i onu vecu, svetskih razmera. Na pr. da li ste
mozda culi za Uputstvo za Odluku o pitanjima nacionalne
bezbednosti (National Security Decision Directive) NSDD br.
133 koja nosi naslov: “Politika Sjedinjenih Drzava prema
Jugoslaviji” koja jos nosi oznaku “OSETLJIVO, POVERLJIVO”?
Njena cenzurisana verzija postala je dostupna za javnost
1990. i uveliko je potvrdila NSDD 54 iz 1982. ciji je pak
cilj bio “pojacati napore da se prosiri ‘tiha revolucija’
kojom bi se zbacilo komunisticku vladu i partiju s vlasti” a
da bi se zemlje istocne Evrope integrisale u trzisnu
ekonomiju.

* IZVESTAVANJE O RATU – ALI NE I NOVINARSKI PRISTUP
SUKOBU.

Mediji imaju tendenciju da svu svoju paznju posvete
dogadjajima tekuceg dana. No i ti dogadjaji su deo nekog
sireg okvira unutar kojeg su se dogodili. Da bi omogucili
sire razumevanje – kao suprotnost prostom objasnjavanju samo
onoga sto se danas dogodilo – treba nam nekakav referentni
okvir cvrsto smesten u vremenu i prostoru, treba nam analiza
korena i uzroka koji leze iza dogadjaja koji se opisuje. U
svakom sukobu skrioven je nekakav nesklad, neciji specificni
pristupi i nekakvo specificno ponasanje. Ono sto vidite na
ekranu je uglavnom se svodi samo na ponasanje. Ono zbog cega
je sukob na Kosovu izbio mediji su vec davno zaboravili.

* KO SU ÚRTVE I KO JE ZA NJIH KRIV? DA NIJE MOZDA
NECIJA PATNJA OSTALA NEPRIMECENA?

U medijima se vec sasvim prepoznatljivo ne nalaze vesti o
patnjama Srba, Goranaca, Turaka, Crnogoraca i Roma, oko 15%
gradjana Kosova koji nisu Albanci. U skladu s ovim, jako
malo prilika nam se nudi da bi saosecali sa 8 do 9 miliona
ljudi ciju zemlju unistavaju u dosada 6.000 naleta NATO-ovih
aviona (do 14. aprila). Slusamo kako Zapad nije u ratu s
narodom Jugoslavije pa ako se i desi da neki civilni objekti
budu pogodjeni to je onda greska zbog koje oni eto zale.
Trebalo bi da je barem s novinarskog gledista zanimljivo
kako na sve ovo gledaju oni koji se nalaze na strani na koju
bombe padaju.

* STA JE TO VOJNI CILJ A STA CIVILNI CILJ?
Stalno se pravi razlika izmedju ovog dvoga ali prazna je
prica da se oni mogu jasno razluciti. Sigurno da ako
bombardujete rezervoare nafte, mostove ili
telekomunikacijske uredjaje to jesu objekti potrebni za
funkcionisanje vojske. Ali ti objekti su potrebni i
civilima. Koliko daleko mozemo ici u podrivanju vojne
masinerije a da jos uvek, polako ali sigurno ne unistimo i
citavu drustvenu zajednicu?

* KO TO BIRA KOJE CE NAM VESTI PRIKAZATI A KOJE NECE?

Imajuci u vidu veoma uznapredovale tehnoloske novotarije na
polju spijunaze a i razlicite vidove ljudskog prisustva na
samom terenu na kom se sukob vodi, tesko da jos iko sumnja
da postoje NEKI LJUDI koji o svemu znaju mnogo vise nego sto
se kaze nama, obicnim medijskim konzumentima. Ono sto se
pojavi na ekranu je samo vrh informacijskog ledenog brega.
Na pr. ne prestaju govorkanja o tome da NATO protiv tenkova
koristi bombe od osiromasenog uranijuma. Ako je to tacno,
kakvi su od njih zaostali uticaji i kakve posledice
ostavljaju na ljudska bica i na zivotnu sredinu?

* SVAKA STRANA U RATU POJACAVA SVOJU PROPAGANDU.

Da li ste vec primetili da u dogadjajima o kojima javljaju
mediji postoji sledeci uzorak.: dan posto je Albanija
pristala da svoju zemlju stavi NATO-u na puno raspolaganje
do nas stizu vesti kako su jugoslovenske trupe presle njenu
granicu. Da li je to zbilja bio prvi put? Da se dogodi da
NATO pretrpi iole ozbiljne zrtve u ljudstvu, sta mislite, da
li bi nam oni to odmah saopstili, znajuci koliko je za
javnost osetljivo pitanje gubitka zivota zapadnih
vojnika?

* IZ KOJIH IZVORA STIZU INFORMACIJE KOJE NATO
DISTRIBUIRA?

Neki zapadni lideri i glasnogovornik NATO-a, Dzejmi Sej,
ponavljaju izraz “izvori sa terena” i dodaju da su neki od
njih i vodje OVK. Robin Kuk je upravo ponovio procenu o
broju izbeglica sa Kosova koju je cuo od OVK-ovog Jakuba
Krasnicija. U isto vreme, zapadni mediji sistematski i
konzistentno NE prenose informacije koje daje jugoslovenska
vlada – na primer vrlo detaljan spisak unistenih civilnih
objekata – valjda zato sto smatraju da su te informacije
nepouzdane ili da ih kontrolise Milosevic ili da imaju
nekakvu prakticnu politicku svrhu. No, smemo li iskljuciti
mogucnost da bi isti principi bili primenjeni i na
informacije koje stizu od OVK a i na NATO-ove sopstvene
odnose s javnoscu?

* NEPOTVRDJENE VESTI POTPALJUJU PRIZELJKIVANA
NAGADJANJA

Novinari sada siroko koriste nepotvrdjene vesti i premda nas
cak i obaveste da vesti nisu potvrdjene, gledaoci bivaju
izmanipulisani barem po onoj narodnoj “gde ima dima tu ima i
vatre”. A ako mnogo kasnije “prica” ili “izvestaj” budu
provereni pa se utvrdi da nisu bili tacni, gledaoci to
verovatno nece vise ni primetiti.

* KO SVE ZA NAS INTERPRETIRA DOGADJAJE? KO SU TI
EKSPERTI?

Najvise je vojnih eksperata, drzavnika, ministara i
diplomata iz zemalja NATO-a. Samo je nekoliko politickih
eksperata, strucnjaka za Balkan, a prakticno ni jedan
psiholog, nijedan naucni istrazivac koji se specijalizovao
za pitanja mira i sukoba, nijedan iskusni profesionalni
medijator i nikada nijedan nezavisan intelektualac. Americki
predstavnici raznih “Trustova mozgova” se pozivaju da
komentarisu americku spoljnu politiku. Apsolutno nijedan
medij nije pruzio mogucnost nekom jugoslovenskom profesoru
ili clanu njihovog “trusta mozgova” da ucestvuje u nekom
dijalogu.

* PITANJA KOJA SE POSTAVLJAJU SU SVA DO POSLEDNJEG
VEOMA POLITICKI KOREKTNA.

Tipicna konferencija za stampu ili brifing tece ovako:
glasnogovornik vodi predstavu, bira pitanja, daje unapred
spremljene odgovore – jos ih dosada NIKO I NIKAD nije
iznenadio, za sve imaju veoma elokventne formulacije – a
onda kazu: Sledeci! Pocev od 24. marta niko od vrlih
predstavnika slobodnih medija NIJE postavio pitanje o
sadrzaju Diktata iz Rambujea, NIJE doveo u pitanje moralnost
politike NATO-a, NIJE stavio naglasak na njene
destabilizirajuce posledice, NIJE naglasio velicinu nesklada
izmedju proklamovanih ciljeva NATO-a i uocenih posledica
njegove aktivnosti. Njima uporno prikazuju video snimke i
fotografije bombardovanih ciljeva uz napomene – ovo je tenk,
ovo je skladiste municije – a NIKO se od njih i ne zapita:
Ja to ne vidim, kako da budem siguran da je to bas ono sto
mi kazu? Drugi postavljaju vrlo usluzna pitanja tipa: kako
Zapad moze da spreci Jugoslaviju da ne uveze naftu?

* 90% SVIH INFORMACIJA STIZE IZ VOJNIH IZVORA
Vojni autoriteti su se prakticno izborili za monopol nad
virtuelnom realnoscu. TV slike iz Aviana i razgovori sa
vrlim pilotima su cesce nego kadrovi unistenih civilnih
objekata. Osim CNN-a iznenadjujuce je mali broj nezavisnih
novinara prisutan u regionu. Za “price” koje oni salju je
prosto zapanjujuce koliko su jednoobrazne buduci da stizu od
vrsnih novinara naviklih i slobodnih da svaku pricu osvetle
i opisu iz nekoliko razlicitih uglova.

* NASILJE SAMO PO SEBI SE NE PREDSTAVLJA KAO PROBLEM

Kada je jednom uspostavljena crno – bela slika o sukobljenim
stranama, mediji nastavljaju da zastupaju stav kako se
“dobro nasilje” bori protiv “zlog nasilja.” Moralno
opravdanje kojim se Zapad izgovara je da je tokom jedne
godine poginulo 2000 ljudi, domove napustilo 250.000 ljudi a
45 ljudi je pobijeno u Racku. Posle tri nedelje
bombardovanja ubijeno je barem 350 civila, novih 500.000 je
izbeglo a NATO ostaje “odlucan” da jos vise skrese socijalnu
sigurnost 8 do 10 miliona Jugoslovena u godinama koje
dolaze.

* RECI KOJE UPOTREBLJAVAJU
Prosudite i sami. Da li su ono u Rambujeu bili “pregovori”?
Da li je taj dokument bio “mirovni plan”? Kada civili
nastradaju to onda nazivaju “pobocna – kolateralna steta”.
“Neutralizirati” ili “izbaciti” neki objekt znaci unistiti
ga. Beogradski mediji su “cenzurisani” i “kontrolisani”, a
nasi to nisu.

NESTO O CEMU NI RECI NISTE CULI U GLAVNIM (VODECIM) MEDIJIMA

1. Koliko ce ovo da kosta i ko ce to da plati?
Da li se secate koliko ste puta culi da su Ujedinjene Nacije
jako skupe i kako nisu uspele da osiguraju mir u Hrvatskoj i
Bosni? Braca Leman, americka investiciona banka, procenjuje
da jedan mesec bombardovanja kosta do 3 milijarde USD,
Fajnensel Tajms citira izvore koji tvrde da je iznos od 20
milijardi realniji. To su samo cisto vojni troskovi. Dodajte
tome i cenu unistavanja u ljudskim zivotima i materijalnim
dobrima – i koliki ce posle biti trskovi rekonstrukcije
citavog regiona – pa troskovi staranja o izbeglicama, pa
kompenzacije susednim zemljama itd. Najverovatnije je da se
radi o iznosima od 1 do 2 milijarde dolara na dan. Ni ne
treba da govorimo o alternativnim mogucnostima – koliko se
humanitarnih artikala moglo kupiti za te pare?

2. Interesi vojno-industrijskog kompleksa Ovde su u
igri zaista ogromni ekonomski interesi.

Rat je uz ostalo i jedan od nacina da se obave istrazivanja
i provere i novih oruzja i novih strategija. Proizvodna
prekapicitiranost kapitalizma moze lako da se apsorbira u
ciklusima rusenje – obnova kroz koje se prolazi u ratu i
posle njega.

3. Uloga obavestajnih sluzbi i njihovo infiltriranje u razne “civilne” misije i ne-vladine-organizacije.

4. Ima li mozda i vise zrtava na strani NATO-a i vise
oborenih aviona nego sto smo do sada culi? (6000 poletanja
sa sobom sigurno povlaci i odredjeni rizik.)

5. Nezavisni mirovni predlozi
Njih izbacuju iskusne mirovne i druge organizacije
gradjanskog drustva kao sto je Biro za Mir (Peace Bureau).
Njih jos nude i mreze organizacija za proucavanje mira i
sukoba kao sto su Transcend ili TFF. Od stotina
demonstracija za mir i Zaustavljanje bombardovanja koje se
dogadjaju sirom zapadnog sveta vama ce prikazati samo neke,
a i to u vrlo kratkim izvestajima. No, sigurno cete biti
obavesteni kada EU ili Nemacka budu imale “mirovni” plan
(14. aprila ) skrpljen jedino od onoga sto je NATO-u
prihvatljivo, takav da ni ne dotice sustinske probleme,
potpuno neprihvatljiv za Beograd i upste u celini lisen
svake kreativnosti. Pa zasto je onda bas takav plan
objavljen i naglasen? Zato sto on potice od vlade, od istih
onih krugova koji dan za danom osecaju potrebu da jedan za
drugim opravdavaju bombardovanje: ” Mi u stvari uopste ne
volimo sto vas bombardujemo, ali to radimo zbog mira
…”

“Sovjetsko rukovodstvo je neprestano varalo i sopstveni
narod i svoje saveznike o opasnostima koje krije
nuklearizam, o “real-socijalizmu” i njegovim posledicama, o
njegovim aktivnostima u Madjarskoj, Cehoslovackoj, Poljskoj,
Somaliji, Avganistanu i Ceceniji. Mutne radnje KGB-a u svemu
tome su tek kasnije potvrdjene.

Americko vodjstvo neprestano vara sopstveni narod i svoje
saveznike o opasnostima koje krije nuklearizam, o “real”
kapitalizmu i njegovim posledicama po siromasne sveta, o
njegovim aktivnostima u Vijetnamu, Cileu, Nikaragvi, na
Filipinima, u Iranu, Haitiju, Panami i Iraku. A aktivnosti
CIA-e su bile tek naknadno potvrdjene. Ni za trenutak nisam
pomislio da bi rat NATO-a protiv Jugoslavije bio i za mrvu
drugaciji. No, ulog koji je sada za Zapad na stolu je MNOGO
VECI od onog sto je bilo na stolu u bilo kom od gore
pomenutih sukoba. Srazmenrno tome, i medijski rat,
manipulacija percepcijama i PSYOP, sve ce to na isti nacin
biti mnogo masivnije nego pre,” zakljucuje Jan Oberg.
