På många sätt är jag en vanlig svensk familjefar. För två år sedan förändrades mitt liv.
Utrikespolitiska institutet (UI) gav då ut en rapport, i vilken jag och en rad kända och okända svenskar utnämndes till agenter för Kreml.

Personligen fick jag äran att pryda Aftonbladets löp med Putin. Sedan dess har jag försökt förstå varför vi blev uthängda. Min slutsats är att den svenska utrikesförvaltningen delvis har privatiserats av utländska särintressen. Det är oacceptabelt och en säkerhetsrisk för Sverige.

För vissa är jag nog ändå ovanlig. Redan som barn var jag intresserad av Ryssland, och genom värnplikten lärde jag mig ryska. Jag har sedan dess arbetat med att investera egna och andras kapital i Ryssland. Det har varit en fantastisk resa.

Ryssland upplevs av många som främmande och fascinerande. Behovet av s.k. Rysslandsexperter växer. Ryssland är komplext och media kräver enkla svar.

Många Rysslandsexperter har tyvärr inte vad som krävs. UI:s programchef för Ryssland kan enligt sin egen CV inte tala språket flytande. Den nya experten på rysk s.k. desinformation är en backpacker hemkommen från Indien. UD:s expert på rysk ekonomi gav de råd som ledde till Rysslands spektakulära krasch under 1990-talet.

När UD sedan tar in en journalist för att skriva om alla dessa experters bravader så vänder man sig till en ”preppare” från Hälsingland som redan verkar ha bestämt sig för att tredje världskriget är på väg.

Det hela är löjeväckande och skrämmande. Därför har jag ibland kontaktat politiker för att förmedla min egen syn på Ryssland. Det är inte konstigare än att en lärare uttalar sig om skolpolitik.

Men när UI fick veta att jag talat med Sverigedemokraterna, och att jag hade kontakter bland ryska affärsmän och politiker, ja då var jag tydligen en hemlig agent i deras ögon. Det är förstås strunt – jag har som alla andra rätt till en egen politisk åsikt och har aldrig varit SD:are.

Händelsen gjorde mig beklämd. Varför sprider UD förtal om svenska medborgare via ombud? Hur kommer det sig att deras ”experters” smörja sprider sig så snabbt utomlands?

Det var något med utrikesförvaltningen som inte stämde. Som Warren Buffett sade: ”There is never just one cockroach in the kitchen when you start looking around.”

Jag beslöt mig för att titta närmare på UI, och upptäckte då att UI är en ideell förening styrd av något vid namn Utrikespolitiska samfundet. Samfundet visade sig vara en privat klubb där insiders inom svensk utrikespolitik väljer in och umgås med varandra.

De flesta med erfarenhet av politik vet dock att UI i själva verket är en del av utrikesförvaltningen och bekostas med skattemedel med UD-representation i styrelsen.

Upplägget bakom UI är ett sätt för dessa insiders att påverka svensk politik på skattebetalarnas bekostnad. Beroende på syfte och omvärldens reaktioner kan sedan UI:s rapporter framställas som spekulationer, vetenskap, förslag till policy eller t.o.m. som någon medarbetares privata humor.

Vi medborgare kan inte ställa UI till svars. Ingen vet något om deras djupare motiv.

Jag upptäckte vidare att flera av de svenska Rysslandsexperterna hade sidoarbeten på Atlantic Council, en neokonservativ tankesmedja i Washington vars huvudsponsorer är diktaturer i Mellanöstern och USA:s vapenindustri. Tydligen får man alltså arbeta både för den svenska utrikesförvaltningen och för utländska särintressen.

Den mest intressanta detaljen kom nyligen. Då avslöjades det via en dataläcka att brittiska UD år 2015 via omvägar sponsrat ett anonymt nätverk, Integrity Initiative.

Det officiella syftet var att ”bekämpa desinformation”. Det egentliga uppdraget tycks ha varit att plantera brittiska UD:s agenda avseende Ryssland i olika länders samhällsdebatt.

I Spanien smutskastade Integrity Initiative på direkt order av brittiska UD en kandidat till chef för spanska Säpo, vars uppfattning om Ryssland tydligen inte stämde överens med Storbritanniens.

Mest frapperande var att Integrity Initiative utmålat Labours partiledare Jeremy Corbyn som Kremlagent! För brittiska skattepengar!

Vem visar sig enligt dataläckan vara ansvarig för den svenska delen av Integrity Initiative om inte UI:s Rysslandsexpert?

En skattefinansierad del av Sveriges utrikesförvaltning har alltså en medarbetare som samtidigt arbetar för brittiska UD för att påverka svensk politik via en anonym frontorganisation!

Låter inte det som just de s.k. aktiva åtgärder som många anklagar Ryssland för? UI visar på hur vår offentliga sektor i tysthet har privatiserats.

Skrapar man på ytan finner man att privata aktörer styr. Samma gäller för UD – viktiga åtaganden har beslagtagits av utländska särintressen. Det skadar Sveriges utrikes relationer och skapar ett säkerhetsproblem.

UD vet mycket väl om det här, vilket leder till frågan om tjänstemännens motiv. Varje organisation drivs av behovet att växa. I UD:s fall har tillväxten under den senaste decenniet skett genom att Sverige varit EU:s murbräcka i expansionen mot Ryssland och genom att vårt NATO-samarbete blivit allt intimare.

För UD-personalen ger utvecklingen nya jobb i Bryssel och Washington, men är det till fördel för Sverige?

Min uppfattning är att det skapats ett grupptänkande inom UD där djupt osunda strukturer som UI får leva vidare för att det gynnar tjänstemännen själva.

If you want peace, focus on the underlying conflict because that is the key to resolution, peacemaking, and a better future for the parties. The West is obsessed with violence, just look around you – and 90+ per cent of the public debate is about military issues and other violence – totally wasted for peace.
