, marks the anniversary of the liberation – the West called it fall – of Aleppo in Syria. What happened is conveniently forgotten today by the West. Some of us can’t and won’t forget what was both world, regional and local history. Important for Syria, for the West and for the future world order – for at least 5 reasons. 1. The Western mainstream media’s deceptive – constructed, ignorant, or both – narrative since 2011 was debunked. A world map shows the West is big, from the Atlantic to the Pacific oceans, from the Arctic Ocean to the Mediterranean-Black Sea-Russian border; but not that big. However, that is only Europe. Add Anglo-America, USA-Canada, from the Pacific to the Atlantic oceans, from the Arctic Ocean to Mexico. The West is huge, enormous. It covers geographically the Northern Arctic and temperate zones. It houses religiously the three Christianities, much of Judaism, but not Islam. Muslims and all others count as minorities, here and there. It is the seat of another major faith, Enlightenment: humanism-liberalism-marxism-nationalism-statism-capitalism-regionalism. It is the seat of the major IGOs, NGOs and TNCs in the world. It identifies West as “developed”, and Rest as “developing”. West has attacked, invaded, conquered, colonized almost all the Rest of the world (China only partly, Japan only recently, from 1945). The overwhelming majority of wars are intra-West, or West-Rest.

“Pentagon Study Declares American Empire Is ‘Collapsing,’” is the title of an essay by Nafeez Ahmed, analyzing the study. Sounds interesting. His subtitle: “Report demands massive expansion of military-industrial complex to maintain global ‘access to resources’”. Sounds familiar. Using excerpts from the Pentagon study made by Nafeez Ahmed, and deeply grateful to him, here are our comments. Based on some work in the field – The Decline and Fall of the US Empire; And Then What?, TRANSCEND University Press, 2010 [i] – Pentagon is a key institution in the USA, next to the White House-Congress-Wall Street. How it sees its own role in the USA and in the world is of primary importance to understand where USA is heading.

We are living amid contradictions whether we like it or not, driving expectations about the future toward opposite extremes. Increasingly plausible are fears that the ‘sixth extinction’ will encompass the human species, or at least, throw human society back to a technology of sticks and stones, with a habitat limited to caves and forests. This dark vision is countered by gene-editing designer promises of virtual immortality and super-wise beings programming super-intelligent machines, enabling a life of leisure, luxury, and security for all. Whether the reality of such a scientistic future would be also dark is a matter of conjecture, but from a survival perspective, it offers an optimistic scenario. On political levels, a similar set of polar scenarios are gaining ground in the moral imagination, producing national leaders who seem comfortable embracing an apocalyptic telos without a second thought. Prefatory Note The text below is drawn from a talk given at the Spring Festival of the Arts in Beirut, Lebanon on 15 June 2017. Comments welcome. How can we understand the present unfolding world order, with special reference to its relevance for developments in the Middle East? In my view a fundamental reversal of political expectations has taken place that calls for a new assessment of what is going on, and where the region and the world seem to be heading. Twenty-five years ago there were three widely held beliefs about future trends on a global level: the assured preeminence of the United States; the continuing globalization of the world economy; and the expanding democratization of national governance arrangements. Let us start with an example. The senior author bought an apartment in a nice housing complex in the little town of Manassas, Prince William County, half an hour from the center of Washington DC. There was a little center with an office and a small staff always there, and a meeting room that could be let was also used for the annual general assembly of house-owners. And most importantly, a competent service man who could handle all big and small problems that arise in an apartment on permanent call. The complex was for all practical purposes a cooperative. There was a monthly fee, of course. But the usual criterion, Q/P, Quality/Price, here Services/Fee, was more than well satisfied. The United States Empire has no future: “allies” refuse to fight US wars and US capitalism increases inequality with reduced growth. Enter Campaigner Trump ‘Making America Great Again’ by buying-hiring American; President Trump making America isolated, violent, unequal–an autistic, psychotic, narcissistic, paranoid in a psycho-pathological exceptionalist, us-them paranoid state. A perfect fit for the worst....

Weltinnenpolitik, was the brilliant formula minted in 1963 by Carl Friedrich von Weizsäcker; nuclear physicist with a dubious career in the Nazi period, philosopher, peace activist, and believing Christian. The world seen as one polity, one political unit. Not in terms of two levels, the world and the states–canonized as members of the UN – with domestic policies, and “foreign” policies. “World domestic politics” calls for a world with neither states nor regions but the world as the polity. With LAs, local authorities, but basically with 7 billion+ humans, endowed with human rights and democracy. A single shiny word, making many think and speak differently. The long talked-about referendum in Turkey will happen on April 16th. In effect voters have to decide whether the president, Recep Erdogan, in theory the incumbent of a relatively modest political post, should now be given the powers of the president and prime minister together. Combined with a large majority in Parliament he would have enormous power to shape Turkey around his pro-Islamic agenda. Although working within a democratic system Erdogan is in many ways a populist, rather in the mould of President Donald Trump. Shortly after his Justice and Development Party first won an election in 2003 I was in Turkey and my first question to the people I interviewed was does the party have a “secret agenda”- that is was planning at some future date to make the country Islamist. “Definitely not”, was the almost universal response.
