Sandhedens time: Forlad Irak inden sommer

Kære Anders Fogh Rasmussen.

Snart skal du holde din nytårstale til den danske befolkning. Vi vil opfordre dig til at se ud over dagen og vejen og fokusere på den store verden, som ligger uden for Danmark og EU. Her giver den uretfærdige fattigdom og de store sociale uligheder grobund for terrorisme, selvom forbindelsen ikke er entydig.

USA’s krig mod terrorismen, som din regering har tilsluttet sig, truer både retssikkerhed og humanisme, fordi den bekæmper enkelte terrorister, men ikke terrorisme og dens rødder. Hvis demokratiske rettigheder, menneskerettigheder og medmenneskelighed kan tilsidesættes ved henvisning til, at “vi bekæmper terrorist-trusler”, så vil det lukke dét åbne samfund, der ellers kendetegner de vestlige demokratier.

Krigen i Irak har gjort landet til en rede for terrorister. I et spind af uvidenhed, usandhed og politisk manipulation er Danmark blevet indrulleret i en ulovlig og moralsk uforsvarlig krig i Irak, som har kostet over 100.000 liv og såret endnu flere. Din nytårstale vil være velvalgt som erkendelsens og sandhedens time.

Valget til Iraks nye parlament skete uden store voldsepisoder og med en høj stemmeprocent. Det er glædeligt, men det er i sig selv ikke nogen garanti for en fredelig udvikling i Irak. Derimod er det en god anledning til nu at overlade Irak til dets egne borgere.

Koalitionens tilstedeværelse er selvmordsbombernes og andre voldelige gruppers hovedargument for fortsatte aktioner. Så længe koalitionens soldater befinder sig i Irak, er det ikke muligt for det store moderate flertal i Irak at skabe en fredelig udvikling i landet. Og hvis det moderate flertal ikke er i stand til at forhindre fortsat vold og en eventuel borgerkrig, kan koalitionen i hvert fald slet ikke.

Danmark har nu en historisk mulighed for at gøre en forskel ved at melde klart ud om tilbagetrækningen af de danske soldater i Irak senest d. 1. juli sommeren 2006. Det kunne være det positive hovedbudskab i din nytårstale. Samtidig bør du garantere, at Danmark ikke vil lade irakerne i stikken, men at vi vil bruge mindst tilsvarende ressourcer på civile bidrag til genopbygningen af det irakiske samfund under ledelse af FN.

Den 29. december bragte Berlingske Tidende et åbent brev til statsministeren med et forslag om, at han inkluderede Irak-krigen i sin nytårstale. Brevet var underskrevet af 29 borgere fra en række forskellige professioner. Brevets hovedforslag var, at statsministeren burde udnytte sin nytårstale til en offentlig erkendelse af, at tiden var kommet til at overlade Iraks udvikling til landets egen befolkning uden militær indblanding fra fremmede tropper.

Som en af initiativtagerne til det åbne brev kan jeg desværre konstatere, at det mest konkrete, statsministeren sagde om Irak, var, at “Målet er, at de internationale tropper skal ud af Irak”. Det er jo ikke særligt oplysende.

Nogle efterfølgende læserindlæg går desværre heller ikke ind på brevets hovedpunkt. Nemlig, at selvom der ikke er nogen “skudsikker” løsning, så peger erfaringerne på, at den bedste mulighed for en ikke-voldelig løsning er, at de fremmede tropper trækkes tilbage allerede i år og helst inden d. 1. juli. I stedet bør ressourcerne fra de rige lande bruges til at genopbygge Iraks infrastruktur under ledelse af FN.

Anders Jørgen Jensen hævder (2. jan.), at der skulle være to faktuelle fejl i det åbne brev. Han tager fejl på begge punkter. Først overser Jensen tilsyneladende, at tabstallet i vores brev ikke henviser til civile ofre for Irak-krigen, men til at krigen i alle dens afskygninger har kostet over 100.000 liv. Irakiske soldater har også haft et liv at tabe, og det samme gælder koalitionens soldater.

En undersøgelse af amerikanske forskere publiceret i det ansete britiske medicintidsskrift, The Lancet, for godt et år siden peger på et tabstal på omkring 100.000. Siden er tabstallene ikke netop faldet. I øvrigt burde Jensens henvisning til 31.000 civile døde være skræmmende nok til at underbygge det åbne brevs forslag om en ny strategi.

Jensen hævder desuden, at det er forkert, når vi henviser til usandheder og manipulationer i forbindelse med starten på Irak-krigen. De centrale beslutningstagere, specielt i USA og Storbritannien, henviste til usandfærdige oplysninger om masseødelæggelsesvåben, terrorister og verdenstruende militærudgifter i Irak. Jensen kan vel ikke helt have overset fx den amerikanske udenrigsminister Colin Powell’s fiktionshistorie i FN i den forbindelse?
