Med udenrigsminister Jeppe Kofod i spidsen er Danmark nu på vej ud i sin største udenrigspolitiske skandale – det siger en del – siden besættelsen af Irak.

Ifølge denne artikel på DR.dk er hverken Udenrigspolitisk Nævn eller Grønlandsudvalget blevet orienteret om USA’s “offer you can’t refuse” til Grønland – som fremstillet af den amerikanske ambassadør i København, Carla Sands, på Altinget.*

Folketingsmedlemmer fra både SF og Dansk Folkeparti kalder USA’s udmelding “forkastelig” og “uhørt.” Tidligere udenrigsminister, Martin Lidegaard, siger at han ikke er blevet orienteret om det.

Regeringen er altså enten blevet informeret af USA men har holdt forhandlingerne hemmelig eller også er USA nu i færd med at købe Grønland bag ryggen på Danmark.

Udenrigsministerens måde at svare på i ovenstående artikels video lugter langt væk af at der er noget, der slet ikke stemmer. Og det han citeres for viser, at han ikke har forstået den meget større konflikt som det hér er en del af. For ham er forholdet til USA altdominerende.

Det vil vise sig at være et meget kortsigtet perspektiv. Men det er det mest bekvemme.

Danmark tør ikke tage en konflikt med USA om dette, så lidt som noget andet. Formentlig rystedes de danske udenrigspolitiske bukser voldsomt, da statsminister Frederiksen havde brugt ordet “absurd” overfor Trumps “ejendomshandels”-forslag sidste år og hans fornærmede aflysning af sit besøg i Danmark.

Så måtte amerikanerne blødgøres med en telefonsamtale og et konsulat i Grønland og nu kommer så Trumps hjertevarmende ønske om at hjælpe de stakkels grønlændere. Beløbet – 83 millioner kroner – er lille nok til ikke at fremstå som et køb og stort nok til at være interessant for de tilsyneladende internationalt politisk noget uerfarne grønlandske medlemmer af folketinget.

Det er en slags lokkemad. Til at komme ind på glidebanen. Strategien er velkendt dér hvor USA ikke bruger bombninger og besættelse: Inkrementalistisk indflydelse via penge og tjenester ledende over tid til total dominans og deraf følgende uselvstændiggørelse og brug af Grønland i konfrontationspolitikken mod Rusland og Kina.

Det ser umiddelbart ud til at det grønlandske hjemmestyres formand, Kim Kielsen, er med på den galej. Men vil man – strategisk set – blive mere selvstændig sammen med Washington alene end sammen med København? Sammen med både USA, Danmark, Rusland og Kina?

Danmarks underkastelse og DRs rolle som USAs talerør

Set med uafhængige øjne turde det være nok så klart at Danmark ikke på ét punkt de sidste i hvert fald 30 år har ført noget, der kan kaldes en i forhold til USA selvstændig – eller selvstændigt tænkt – udenrigspolitik.

At være mere loyal med sin egen befolknings interesser – danskernes og grønlændernes – end med USAs statslige imperie- og militarismeinteresse – ja, det kan man bare ikke. Men det er en ufrihed, der strider imod suverænitet, demokrati og idéen om ytringsfrihed – ja, endog en normal tolkning af begrebet venskab.

Danmark opfører sig udenrigspolitisk i forhold til Washington som Østtyskland i sin tid til Moskva. Det mest træffende, der er sagt om forholdet til USA, blev udtrykt af statsminister Frederiksen på pressekonferencen efter USA likvidering af den iranske general Soleimani da hun (efter at have fordømt Irans svage svar) blev spurgt om hvordan hun så på dét: “Jeg har ikke behov for at udtale mig om de amerikanske aktiviteter.”

Og DR spiller undtagelsesløst den for public service helt uacceptable rolle som USAs talerør. Man finder bare en lektor på Forsvarsakademiet – soleklar part i sagen og ikke uvildig ekspertise – der allerede i amerikansk militærpresse har udlagt sagen (nok så informativt men ensidigt) til fordel for den strategi, USA nu følger.

DR ville naturligvis ikke turde finde en ekspert med en kritisk holdning til amerikanske udenrigspolitik men føler sig dog – endnu – forpligtet til at rapportere hvis folketingsmedlemmer er kritiske.

En enkel analyse og gode venner med alle: Win/win og “equidistance”

Om dette har jeg tidligere skrevet – helt tilbage i 2005 da jeg besøgte Grønland i forbindelse med Igaliku-aftalen (se nedenfor) – og hér på bloggen, især med reference til en fremragende artikel af Ulrik Tarp Jensen fra sidste år – “Sådan smider USA danskerne ud af Grønland.”

Danmark er nu udsat for en form for regime-skifte politik fra USAs side.

Hvis der i den danske udenrigsministerielle kreds fandtes politisk mod og vilje, en kyndig, bred udredningskapacitet og en rimelig planlægningshorisont ville man for længst have lavet en nøgtern konfliktanalyse af de arktiske aktørers motiver og kapaciteter, udstukket nogle scenarier af typen “hvis vi gør A, så vil der ske det hér” og “hvis vi istedet gør B eller C eller D vil de andre aktører i dagens og fremtidens konflikter sandsynligvis gøre dét positive og dét negative. Så summa summarum bør vi nok alt andet lige vælge at gå denne vej de næste 20-30 år…”

Jeg vil tro at man så ville have fundet at en total underkastelse som denne af USA og dermed antagonisering af alle andre spillere vil være den mest taber-sandsynlige strategi for såvel Grønland som Danmark selv.

Også fordi USA på kort sigt er en synkende skude; det er hverken Rusland eller Kina. Især Kina har uendeligt meget mere at tilbyde Grønland hvad angår økonomisk, kulturelt, økologisk og andet civil samarbejde à la de nye Silkeveje – som man kan læse kloge perspektiver på af Mia Bennett her og her – “the US has already fallen behind.”

Selv ville jeg bruge teorien om “equidistance” og holde så mange døre åbne som muligt – ikke spille nogen ud mod de andre, men spille sammen. Det er jo ikke et nulsumme-spil.

Ved at lade USA sætte sig inkrementalistisk på Grønland – hvor det er USA, der vil vinde uendeligt meget mere end Grønland og København vil miste Grønland for all practical purposes – går man glip af samtlige de samarbejds- og afspændings-potentialer, der kunne ligge i et godt forhold også til Rusland og Kina.

Altså – loose/loose (som Kofod fejlagtigt, ønsketænkende fremstiller som win/win) i stedet for loose a little and win a lot.
