Konsult Göran Persson minskar chanserna för att Norge ska köpa Jas, skriver fredsforskaren Jørgen Johansen.

I 54 år har Norge köpt amerikanska stridsflygplan. Nu ska de gamla bytas ut och kampen står mellan Jas 39 Gripen, Eurofighter och det amerikanska Joint Strike Fighter (JSF). Den norska staten har redan satsat hundratals miljoner i utvecklingsarbete på var och en av de tre kandidaterna.

Nu kan Göran Persson bli en viktig bricka i spelet om vem som får denna order. Hans nya arbetsgivare jobbar för amerikanska Lockheed Martin.

Totalkostnaden blir långt över 25 miljarder kronor för 48 flygplan. Särskilt för den minsta av flygplansproducenterna, Jas, är detta stora pengar. Men det handlar också om så mycket annat.
Många aktörer kämpar i dessa dagar för sina särintressen. Uppköp av militära flygplan är stora industriella samarbetsprojekt där många intressen vägs in. Militära, ekonomiska, politiska och teknologiska intressen är på banan för att påverka beslutet. Det förs en offentlig debatt, samtidigt som det förhandlas i slutna rum och en formidabel lobbyverksamhet pågår.

Den norska socialdemokratiska försvarsministern Anne-Grete Strøm-Erichsen säger att ”inget är avgjort”. De tre kandidaterna har anlitat var sitt konsultföretag. För Sveriges del är det av intresse att Lockheed Martin använder pr-byrån JKL för att främja sin kandidatur. Medan Jas är det svenska alternativet har Göran Perssons nya jobb som seniorrådgivare i JKL gjort att begreppet ”svenska intressen” kanske måste nyanseras.

Till Dagens Industri säger vd:n Anders Lindberg: ”Det är en drömrekrytering för JKL, som ju bland annat arbetar med uppdrag i gränslandet mellan näringsliv och politik. Där behövs det människor som har de kunskaperna inte bara i teorin utan in på skinnet. Och då finns det inte någon bättre person i Europa än Göran Persson.” Den tidigare statsministern avbildas leende i norska medier tillsammans med Per Høiby från JKL. Høiby har tidigare varit informationschef på norska försvarsdepartementet och tillsammans med Lars Erik Mørk har han nu huvudansvar i JKL för kunden Lockheed Martin och deras försäljning av JSF till Norge.

Detta väcker ett antal frågor om lojalitet. Göran Persson kan uppenbarligen bli en viktig konsult för Lockheed Martin. Han har goda band till den norska socialdemokratin som för närvarande har både statsminister och försvarsminister i Norges röd-gröna regering.


I Erik Fichtelius tv-dokumentär har Persson framstått som en som ofta och gärna talar illa om såväl kollegor som politiska motståndare. Nu får han möjlighet att knäppa sin efterföljare i statsministerstolen på näsan genom att jobba för att svensk industri inte får uppdraget att leverera stridsflyg till Norge. Hans lojalitet till sin nya arbetsgivare får inte undervärderas.

De begränsningar Persson säger sig ha ålagt sig själv är att ”inte påverka personer jag har varit med och tillsatt” och ”inte ta partipolitiska uppdrag”. Att jobba för en stor kommersiell kund strider nog inte mot dessa restriktioner.

Stora delar av norsk industri vill gärna fortsätta att handla med amerikanerna. En lång tradition av samarbete och framtida möjligheter att leverera varor till Pentagons enorma budget gör det alternativet mycket attraktivt. Med en före detta svensk statsminister i laget kan det gå vägen.

While internally Iraq seems on the edge of chaos, the much heralded clash of civilizations between the Muslim and Judaeo-Christian worlds has yet to become apparent.
