Är det så här krig startas i dag?

Mediekriget är högintensivt dessa dagar. Buggade USA FN-delegaters telefoner? Varför använde sig brittisk säkerhetstjänst av en studentuppsats när det gällde att presentera bevis för krig? Sören Sommelius är konfunderad.

“Kriget startar på torsdag” , utropade Expressen över löpet och förstasidan i fredags med de största svarta bokstäverna. Många andra svenska medier deltar också skamlöst i att piska upp krigspsykos. Ändå är det som sker i Sverige en viskning jämfört med de krigstrummor som mullrar i USA.

CNN erövrade sin position vid förra Golfkriget. Det senaste halvåret har kanalen haft “breaking news” i dramat “Showdown Iraq” mest varje dag. Än värre är Fox News, en amerikansk kanal som via satellit kan ses i Sverige. Fox spelar skamlöst på människors rädsla. Man uppmanar befolkningen att inrätta speciella inplastade skyddsrum i sina hem och på arbetsplatser. “Experter” uttalar sig om hur man ska förhålla sig vid ett biologiskt eller kemiskt anfall på USA (från Irak). “Och om det är en smutsig bomb?”, undrar tv-ankaret.

Nu är det ju inte Irak som förväntas angripa USA. Nej det är USA som med eller utan FN-stöd kommer att gå till anfall i ett “preventivt krig”, sannolikt som ett grovt brott mot folkrätten.

FN:s säkerhetsråd kommer av allt att döma att i denna vecka, kanske redan i dag, tisdag, rösta om den nya Irakresolution som formulerats av USA och England. Utgången beror på två saker. Kommer Frankrike att använda sitt veto? Hur kommer de sex länder som inte officiellt bestämt sig att rösta att agera, Angola, Kamerun, Chile, Mexiko, Guniea och Pakistan?

USA har i den senare frågan agerat minst sagt kontroversiellt, enligt en artikel i brittiska The Observer förra söndagen (2 mars). Denna dag hade tidningen över hela förstasidan rubriken:

“Avslöjade: Smutsiga amerikanska tricks för att vinna röster om Irakkriget.”

Tidningen hade kommit över ett hemligt dokument, i vilket avslöjades att USA planerade att bugga FN-delegaters kontors- och hemtelefoner och e-post i New York. Genom hemlig telefonavlyssning skulle den amerikanska regeringen kontinuerligt hållas informerad om hur dessa länder tänkte rösta om Irak i säkerhetsrådet.

Den som tagit initiativet till telefonavlyssningen var enligt tidningen Condolezza Rice, president Bushs säkerhetsrådgivare. Uppdraget hade sedan formulerats av NSA, National Security Agency. Dokumentet var daterat den 31 januari. Uppmärksamheten i svenska medier har varit begränsad. Metro hade en notis i torsdags. Tv-nyheterna lär ha haft ett inslag. Amerikanska medier har legat lågt. New York Times lär inte alls ha tagit upp historien.

I Chile blev det stort rabalder. President Ricardo Lagos telefonerade upprörd till Tony Blair. Nu har Kofi Annans kontor i FN inlett en utredning. Och i England har en 28-årig kvinna arresterats som misstänkt för läckan.

Söndagens The Observer innehöll en uppföljande artikel, där samma journalister citerar amerikanska underrättelseexperter, som menar att en fråga av detta slag måste ha involverat också försvarsminister Rumsfeld och CIA-chefen Tenet.

I mina ögon är det här en historia som överträffar Watergate. Det hela påminner om hur det stalinistiska Sovjet buggade västambassader på 50-talet. Nu är det alltså USA som agerar mot FN. Var ska allt detta sluta?

Två andra “incidenter” i det pågående högintensiva mediekriget förtjänar att uppmärksammas.

I sitt tal till FN:s säkerhetsråd la USA:s utrikesminister Colin Powell den 5 februari fram “bevis” på en giftfabrik i Irak. The Observer for till “giftfabriken” och gjorde ett reportage som publicerades fyra dagar efter talet. “Giftfabriken” visade sig vara en bluff. Tidningen skrev:

“Om Colin Powell hade besökt det sjabbiga militärlägret vid foten av det snöklädda berget skulle han drabbats av en obehaglig överraskning. Utrikesministern beskrev övertygande förra veckan området i nordöstra Irak – kontrollerat av den islamiska terroristiska gruppen Ansar al-Islam – som ‘en terroristernas gift- och kemifabrik’.

I går visade det sig emellertid att terroristfabriken inte var något annat än en förfallen samling betongbyggnader . Här finns ett bageri. Det finns inga som helst spår av kemiska vapen någonstans, bara doften av fotogen och matolja.

I köket upptäckte jag några sönderhackade tomater, inget annat .”

Så långt Observers reporter Luke Harding, som bjudits till platsen tillsammans med andra utländska journalister av den 500 man starka Ansar al-Islam. Powell hävdade också i sitt tal att gruppen ifråga hade band med både al Qaida och med Saddam Hussein, ja att den var beviset för Saddam Husseins kontakter med al Qaida och att Ansar al-Islam utgjorde ett globalt hot.

“Detta är verkligen inget annat än billiga överdrifter”, konstaterade Observers reporter.

I sitt tal sa Powell vidare:

“Från våra källor vet vi att inspektörerna ständigt övervakas av en armé av irakiska agenter. Irak försöker oförtröttligt avlyssna all deras kommunikation, både via telefon och elektroniskt. Jag skulle vilja påkalla mina kollegors uppmärksamhet om det viktiga dokument som Storbritannien distribuerade i går, vilket i utsökt detalj beskriver Iraks bedrägeri.

Vilket viktigt dokument syftade han på?

Jo, det var en rapport med material från olika källor, som den brittiska regeringens säkerhetstjänst måste ha funnit på internet!

Ungefär hälften kom från en 19-sidig uppsats, skriven av en student i Kalifornien, vilken i höstas publicerats i Middle East Review of Affairs.

Artikelförfattaren hade inte blivit tillfrågad. Man hade heller inte uppgett varifrån materialet kom.

Andra uppgifter i samma dokument härrörde sig från en sex år gammal tidskriftsartikel.

Om en tidning gjorde så här skulle man tvingas betala dryga skadestånd till skribenterna, det hade kallats för textstöld, inte minst eftersom det var plagiat rätt av, inklusive felskrivningar.

När ett lands säkerhetstjänst gör så här är det lätt att bli konfunderad.

Om man skulle lägga fram en avgörande rapport, hade man då inget annat material att presentera? Det gällde ju ett bevis som motiverar att England går i krig.

Är det så här krig startas i det tjugoförsta århundradet?
